I'm confused about this answer, as I thought that prevaricate means to skirt an issue cunningly or speak in an evasive way. Therefore, prevaricate does not share a greatly similar definition with mendacity, which simply means to be untruthful.

You're right about that. However, "prevarication" also refers to being dishonest ("the act of deviating, especially from truth, honesty, or plain-dealing").
