does 3 digits number imply that the hundredth digit should not be zero? so we do not end with 2 digit number.

Hey Mohammed,
You'll note that the question does not say that the license plates have a "3-digit number," but 3 one-digit numbers. Since 0 is a one digit number, we can have a 0 in any of the 3 positions.
