The last part of the text indicates that invention is good for the economy:

Speculating on the state of innovation over the next century, several inventors agreed that the future lay in giving children the tools to think creatively and the motivation to invent.

Therefore, it doesn't make sense to say that we had economic growth at the expense of invention. Rather, we want to say that invention is what caused the economy to grow. This matches with the last part of the text, so "come through" is the best choice.

Why not choose (c) disseminate for blank 3, as the quote following it says something about the innovation of children. And the innovation can only be passed down to the children by disseminating original ideas.

Hi Mingjia,

The key to this sentence is understanding that patents protect ideas. If you patent an idea, then no one else can use that idea with paying you for it. Therefore, protecting ideas is key to encouraging invention.
