Hi I don't understand why choice A is not correct.
The passage said "when the venues, forms ...... expanded exponentially", which I understand it as "a state of transition", and "terse listing of unfamiliar names" as less recognition.

Happy to help :) The sentence you've cited refers to Rosenblum's career, not Palfi's. With that in mind, the passage does not make any reference to whether Palfi worked during an era when photography was static or in transition.
