It's interesting,because feasible and practicable are synonyms,and they kind of fit in the context as well.

You're right that feasible and practicable are synonyms. However, they don't really fit the context here, as the current levels are feasible (capable of being achieved) even though they may not be desirable. Hope this helps!

Hello Wen-Qiang,
Great question. The current levels would not be feasible/practicable if the current goal was to preserve the aquifer. But no such specific goal is mentioned, so we have to interpret feasible/practicable in a general sense. The current level of pumping is easy to achieve, so it is very feasible/practicable. The problem with the current level is not that it isn't feasible or practicable, but that it will destroy the aquifer. Hence, the level of pumping must be reduced to a more benign/innocuous level.
