Which of the following, if true, most

Which of the following, if true, most strengthens the argument? Sparva, unlike Treland’s other provinces, requires automobile insurers to pay for any medical treatment sought by someone who has been involved in an accident; in the other provinces, insurers pay for nonemergency treatment only if they preapprove the treatment. Clearly, Sparva’s less restrictive policy must be the explanation for the fact that altogether insurers there pay for far more treatments after accidents than insurers in other provinces, even though Sparva does not have the largest population. Car insurance costs more in Sparva than in any other province., The cost of medical care in Sparva is higher than the national average., Different insurance companies have different standards for determining what constitutes emergency treatment., Fewer insurance companies operate in Sparva than in any other province., There are fewer traffic accidents annually in Sparva than in any of the provinces of comparable or greater population.

Isn't fewer accidents be a reason for the fact that Insurers are more likely to pay for medical treatment as fewer accidents happens comparable to other provinces? If a province had more accidents Insurers would be reluctant to put up such standards of paying for medical treatment as they know it might be a wrong decision to take from the company point of view

Hi Barun,
What you are saying makes sense! :) But that's not the question we are trying to answer; it's not relevant to the argument.

The conclusion is about the reason insurers in Sparva pay more--the argument is that the less restrictive policy leads to paying more.

The fact that there are NOT more accidents in Sparva supports this conclusion. If there were MORE accidents, then this would weaken the the conclusion, because more accidents would be an alternate explanation for higher payments.
